Hello everybody.

Would you please tell me what the woman refers to?

'Where is Mother?'

' some poor creeter came a-beggin and your ma went straight off to see what was needed. There never was such a woman for giving away vittles, drink, clothes and fire.'

I think it refers to the mother not the poor person at the door, am I right?
