John-;Why not justice to be done by arrainging a census in office. Is above coloured sentence right to say here, or I should say "why doesn't justice is done by arranging a census in office" Or Why not census is arranged Or Why doesn't census is arranged Or Why not census to be arranged. I want to know which of these are right to say and can be said here. (Actually I want to say it in passive) And could you please tell me,what is the difference between "why not" and "why doesn't/why don't" in the start of sentence. Thanks!
