there are several reasons for the decline ,Firstly, some new roads were built and some narrow streets were widened ,which quickened the folw of traffic .Secondly, a new traffic law was made and came into force. the new traffic regulations laid down in the law are more strict than the old ones.Thirdly ,the city administrator strengthened education ,and people began to be aware of its importance .In addition, standardised driving test and staggering people's holidays and office hours also played important roles in the decline of car accidents in this city

'driver education'. Although I didn't alter the word 'education' from the original, I don't think it makes a great phrase in terms of meaning. That's because I don't see that a city administrator would have much control over driver education. Perhaps 'driver awareness'?

Thank you for the reply. I took the 'education' in the original text as 'public education on (obeying) the traffic rules'. So I though it is not quite good to use 'its' as the modifier of the 'importance'.
