"The remarks came during a cabinet meeting Tuesday, where the president stressed that the government's efforts to rein in soaring prices could result in slower economic growth". Please do not get upset at repeating this question. This is the last question about this. Considering good advice I got from many teachers here, without "a comma" in front of "where", the meaning of this sentence dose not make sense or is different from that of a sentence without a comma, right? This is the way I understood it. Please help me make sure that I am going in right directions.
