When to use "the"
Greetings everyone,
What form would be more grammatically correct between these two and why?:
1. Technical offer for "the" design of a firefighting system.
2. Technical offer for design of a firefighting system.
Cause there was an argument in the office a few days ago where I thought the first form was more correct but didn't really find any rules for the use of "the" is sentences to support my view.

This question is complicated by the fact that "technical offer" itself ought to have an article or other determiner. The fact that it doesn't gives the impression that the phrase is deliberately written in an abbreviated style that omits articles and potentially certain other "small words", such as would be used for a heading, note or caption. If this is the case, it would be consistent to omit the second article too.
