What's the very basic difference between a phrase and a sentence?

'Cause I have always known that the phrase doesn't house a verb, while the sentence does.

Even there's an expression of "PHRASAL VERBS".

How is that so?

A phrase is something less than a complete sentence. That's a very basic difference. CJ
