You can look up the terms at www.dictionary.com or some other website, but here's my impression. I think of "notices" as being quite different from memos and notes. "Notices" usually are for the public or for other people in general, and there is something fairly public about where they are placed (posted). For instance, an official sign that says "This water is not safe to drink" or "House for sale" is a notice. It is not really a note and definitely is not a memo. (Think of a memo as relating to the word "MEMOry" and being a reminder of something.)

"Memos" and "notes" tend to be for oneself or for one other person or a small group of people. People might "take notes" during class and "write notes" (short, informal letters) to themselves, friends, family members. "Notes" are quite general and include memos. "Memos" (MEMOry aids) tend to be slightly more specific, and often are used to make a record of something and/or to help people remember something.

There can be some overlap. If I write "This machine is broken" on a piece of paper which I then put on a Coke machine, I've written a note that is serving as a notice.

Let's say that someone writes "Take out the trash tomorrow." This is a note (something someone wrote) but also probably could be considered a memo (reminding someone to do something) or an informal notice (particularly if it is posted in a place where several people will see it).
