What's the difference between "as" and "when", given both of their meanings as time marker?

I am wondering what's the difference between " as" and "when", in the following context:

"There are reasonable grounds to believe that the company will be able to pay its debts as and when they fall due."

If anyone could help, I would be so appreciated!
