I assume your example was meant to be "decision making" versus "making decision s ". To me, the "noun first" style (like "decision making") more strongly suggests a recognised standard activity -- something that deserves to have its own "word" to describe it. However, you can't automatically use the "noun first" style for arbitrary combinations.
