She was a women no-one else could touch.

She was a police officer who was stabbed to death in front of her doorstep. Her husband said above words.

I think her husband was saying that she was a woman without equal, an amazingly wonderful woman.

It could also means that she was so tough, being a police officer requiring such personality, that no one else could approach her as they would approach many other ordinary women.
