What does it mean?
Literally it wouldn't seem to make much sense to me.

Many phrases that don't make literal sense do make sense in the proper context, which this post lacks. However, one situation comes to my mind. For example, if one is criticizing a celebrity (especially a politician) for having tried marijuana as a college student, the response from another, in defense of the celebrity, might say, "We've all done stuff".
