The sentence below is from a website of Delta. Would you help me to understand it?
As a part of our expanded agreement with Alaska Airlines, Diamond, Platinum, and Gold Medallion members may receive complimentary upgrades on Alaska flights, subject to availability, on most published economy fares on Delta and certain Delta-designated codeshare flights in North America within or between the United States (excluding Hawaii).
1) Will you rephrase or break down this underlined part? it says, on alaska flights, on Delta flights. I am confused on which flight the members can receive the upgrade.
2) I understand within the United States but can't understand this "between the U.S." It doesn't mention other counties. so between the U.S and where?

PS: Oh, I see what you mean – both prepositions are in the same breath. I assume legalistic jargon.
