Which would you use?

And should there be a comma preceding "born", here?

I think the present tense has the same pragmatic meaning as "I am a Londoner/Kentuckian/Aussie, etc. through and through.", but I may be wrong.

But past continuous is "was Xing" and since clearly "I was borning and was raising" is clearly not right, your comment about past continuous is likely to confuse learners.
