'was' or 'were' (Guest:Bluewing)

Please, should "was" or "were" be used in this sentence.

XYZ was one of only three systems surveyed that [were/was] 100 percent funded.

It really depends on what you mean. If you take English mechanics into consideration, then I would assume that the phrase "100 percent funded" describes the three systems because it's closer. If that's what you intend to say, I would say: XYZ was only one of the three systems surveyed that were 100 percent funded.
