Hello, thanks for taking my question. Please,
1) I would like to know what is the correct way to write the following sentence, and, if possible, an explanation:
- ... it is required that each user have a login
- ... it is required that each user has a login
2) how do I know when to write 'for' and 'to'? Any hint?

to -> direction
eg. He is out for lunch. ( He has gone out for the purpose of taking lunch )
eg. He is out to lunch. ( from one position to another to have lunch )
Maybe the explanation is somewhat lousy, but to some extent this is the difference

"- ... it is required that each user has a login" is in the indicative mood, which is of course how we speak normally in most circumstances. It just tells you the facts and doesn't attach any extra importance to them.
