'Have' is an infinitive in your sentence; the verb in past tense is 'did(n't)'. In addition, the English past tense does not differentiate between 3rd person singular and the other person; all persons are the same. It is only the present tenses that use '-s' for 3rd person singular.

I, you, we, they do—but she does
