Use of word 'cynical'

I rather take a cynical view of braggarts.

Here,cynical word is implying that I despise/resent the braggarts?

In basic terms, one is normally cynical about someone who seems to be positive in some way.

I still feel it likely that the writer does not clearly understand the meaning of he word.

'Cynical' is a negative word. My point is that we do not normally use it when talking about 'bad' people.
It sounds very odd, for example, to say
