Use of past tense
‘I'd rather people vaped indoors than smoked outside
I saw the above in Oxford dictionary. Why have they used simple past tense in vaped and smoked?

"I'd rather" triggers the same usage as "if" in a second conditional sentence. I would prefer it if people vaped indoors. I'd rather (that) people vaped indoors.
