Usage of 'most'

How about a four-bedroom duplex overlooking Hyde Park?

most upscale neighborhoods, they're soaring."
This is an article and I was wondering if the most is used to modify upscale and for the superlative or it modifies upscale neighborhoods as a determiner? I think it modifies upscale neighborhoods. What do you native English speakers think? Thank you so much as usual and have a good and safe day.
