Usage of And
"The damged part of the tissue is cut and detached and the inquinal canal opening is sutured closed."
Is the above a proper sentence? I know a comma may be preferred in there, but is this still correct?

I see no problem with the use of "and." It properly connects two independent clauses. The comma is optional.
In practical terms, "removed" seems like a better verb than "detached."

I would prefer not to use "cut" and " detached" if you are suggesting a surgical operation. How about " surgically removed issues. "And" is fine.
