Yes, a very brilliant suggestion but not necessarily the best one. In general a great suggestion, idea or plan is something that nobody thought of before or is unique. Recall the huge semi trailer that got stuck under a viaduct and a huge crew couldn't figure out how to get it out. A lad watching said, "Why don't you let the air out of the tires." That is a great suggestion.
I don't understand the phrase, "under a viaduct" in this context assuming "viaduct" as a kind of bridge.
Could you explain the phrase, or rephrase the highlighed sentence in a simple way?

A viaduct is a short tunnelway where one road crosses over another. The truck, travelling on the underpass, got stuck within the structure because it was too tall-- its roof wedged against the roof of the tunnel.
