TOEIC/ present or present progressive tense
The new tax plan that has just been implemented _____________ to be very hard on the average worker.
(A) prove
(B) proves
(C) is proving
(D) proven
The answer is (C) according to the answer key, but I wonder why (B) can't be a good answer. Can I use answer (B) just for stating a simple truth? Or Can I use present perfect "has proven" too? Please help.
