To finish vs to be finished

Can you help me with this?
Could I ask you this? This seems like a very basic, simple question but I'm totally confused between the following two sentences. Which one is right.?
Would you look at the following two questions, please?
1) The project took three weeks to finish.
2) The project took three weeks to be finished.
It seems to me that both are right, both make sense. Both seem really correct. Isn't it?
May I ask one more question?
3) If he will summon up the courage, the situation will worsen.
Does sentence NO.3 make a perfect sense? As a second language learner, we learn that we are not supposed to use 'future tense' in the conditional clause starting with if or unless.
What about sentence No. 3? According to what we learn, it's not proper to use.
However, don't you ever use such a sentence ?

The first one. The sense of it is like "The project took three weeks to do." "Finish" does sound like an instantaneous thing, but it is not here. Also, there is almost an implied subject of the infinitive, "The project took (the people who were working on it) three weeks to do."
The second one is wrong.
