Hi,
I think the basic recommendation for writing the title to an article is to omit unnecessary words (if we could call it that) like articles but I have seen verbs deleted. Can it be done for titles?

I think verbs have to be there if they are necessary to let readers get the gist of the article; after all, I think that is what the title is for.
Can we use this type of title writing for others like a "heading" to an email or a table of contents? Any other well-known uses for this type of thing that you can share with us

Check out some good newspapers (www.nytimes.com, www.washingtonpost.com) for their article titles. Most titles are very short (10 words or less) and include a key verb.
