Are these both correct?
Would you rephrase? Which is correct if only one?
There looked to be a foul on the defender but the referee didn’t blow the whistle
There looked to have been a foul on the defender.

"looked to be" is a very informal form of "seemed to be". Don't use it unless it's in a very informal setting. The only mistakes in your first sentence have to do with punctuation.
