The youngest to win

The guest on our program will be the youngest ____________ the quiz.
A. to win B. that wins C. who is winning D. won
I think both A & C are correct. Am I right? Thanks in advance

This question is very odd. You don't "win" a quiz. You pass a quiz, or get a high score on a quiz, but you win a contest.

This question is very odd. You don't "win" a quiz. You pass a quiz, or get a high score on a quiz, but you win a contest. Additionally, there is only one "winner" so that person is simultaneously the oldest, youngest, tallest, and shortest winner there is. I suppose if there is an annual contest, and the guest will be the person who, from among all past winners, was the youngest to win it, that w
