Be aware of the relevancy to the Prius's specification for the lights.Could my sentence make sense, surrounded by some clear context?In other words, only from this sentence, can you imagine the surrounding context (what they are talking about)?Thanks.

Those are two different questions. The answer to the first one is yes. The answer to the second one is no.

You could devise, or make up context which would make the sentence meaningful, and you could read your imaginary context, if it existed; and that could make the sentence meaningful.

But from this sentence alone, I'd have to guess what they're talking about.

"Imagine" isn't always used in the same way by everyone. I might "conceive" a context, or create a "conceivable" context, but any resemblance to what the speaker meant (assuming there was a real context) would be purely coincidental.

A bears relevance to B. We know what "B" is, but we don't know what "A" is. It might, for example, be a piece of pending legislation, or perhaps the shortage of some critical material.

When someone says, "I can't imagine what you're talking about," he either lacks knowledge and imagination, or he means something else. I think most (but not all) people mean, "I don't know what you're talking about."
