Perhaps he means the Presiding Officer of the Welsh Assembly. Hardly a President, though ... especially as he spells it with an upper case 'p'. Or maybe one of the five settlements (according to /The Times/ Atlas of the World) named 'Wales' in the USA has a chamber of commerce which has a president. I don't think New South Wales has ever been called just Wales, or that any of its officers or representatives has ever been called a president, although I'm happy to be corrected on either or both those counts by our resident Strines.

But there was such an office. The title-page of Milton's "Comus"

The 1645 edition reads
"..
Before
The Earl of Bridgewater
Then President of Wales"
and is dedicated to
"the Right Honourable,
John, Lord Viscount Brackley,
Son and Heir apparent to the Earl
of Bridgewater, &c."
With his sister and younger brother, John had as a child acted in the masque, commissioned and first performed to celebrate the installation of Lord Bridgewater as President. His residence was Ludlow Castle, . He had been appointed in 1631 but did not take up residence until 1634. The President was a sort of viceroy - full title "Lord President of the Council of Wales". I don't suppose that Bridgewater was the only person to take that office and title, but I haven't searched for predecessors or successors and therefore can't answer the original question.
Ludlow is in England, but in the border country known as the Welsh Marches. The castle is now a substantial and imposing ruin where plays are performed in the summer; the town also has a very fine church and streets of handsome half-timbered buildings. For some reason Ludlow has become a centre of gastronomy, with several fine if expensive restaurants and shops selling first-rate local produce. It wasn't like that when I was a boy!.

I wouldn't call such a person the President of Wales. If it has a city/town/what-have-you council, which has a president (which I consider unlikely), you could call him the President of Wales.

I have a blue-and-white plate made to celebrate the Tercentenary performance at Ludlow in 1934. Unsurprisingly, no President is named.
