The postal office clerk kept talking on the phone and after she finally got done with her conversation the bell for the last mail delivery sounded and none of us got to send out our mail. The person behind me says out loud:
Well, if you hadn't been talking on the phone the whole time we would've been able to sent out our mail!
OR
Well, if you weren't talking on the phone the whole time we would've been able to sent out our mail!

Well, if you hadn't been talking on the phone the whole time, we would've been able to send our mail.
Some people would say "weren't" instead of "hadn't been", but "hadn't been" is the correct way to say it.
