The Law of Relativity was developed by Einstein

Even though the Law of Relativity was developed by Albert Einstein, he could npt patent it because he did not invent it.

Is it correct to interpret "developed" in the above as "revealed?" Thanks.

" He didn't create the phenomenon, but in a certain sense he created the law, because he had to "work out" a way to express the interrelated factors using man-made symbols and representations. That is, he did not simply reveal or expose it by opening a curtain. Even if you use the word "discovered," as we often do with Newton's apple and the law of gravity, these guys did a lot of work in nailing down the details and putting it all in a form that could be communicated to others.
