I have never heard the term "pathway admission" but apparently such a program is offered by a number of universities. You have to consult their admissions pages on their website to learn the terminology that they are using. These terms are not standardized.

1. Conditional Admission (weakest)
Students who want to enroll in the bachelor degree program but do not meet the minimum requirements (e.g. a low English language test score). UM offers intensive academic English training for conditionally admitted students at UM's English Language Institute (ELI).

2. Provisional Admission (also called "Pathway") 

Do you want to study for an undergraduate degree in the Unites States but need to improve your English language skills or test score?  UM’s undergraduate Pathway program provides academic, language and cultural support in order to succeed in your chosen degree. With successful completion of the Pathway program you will progress to your undergraduate degree.

3. Full Admission
Approval to begin freshmen classes.

Many universities do not offer "provisional" or "pathway" acceptance. It's not in their modus operandi. Perhaps that is why you are miscommunicating. You need to study the admissions web pages carefully to understand the admissions process and the terminology. The process and requirements may be different for graduate and undergraduate programs, but at least they will use the same vocabulary to describe it.
