‘That is’ Instead of ‘Which is’

Can ‘that is’ be replaced by ‘which is’ in these type of sentences: “....., which is....” ? Or in speaking?

It's always better to give a full sentence as an example and to provide an explanation of the context in which the sentence occurs.

Nevertheless, I'm guessing from the comma that the answer is "No".
