Hi,teachers,I encountered this sentence which comes from Toefl test,
In 1995, Newt Gingrich was sworn ____ Speaker of the House, the first Republican Speaker in more than 40 years.

B.to be
C.to

the answer is 'to be' ,but how about A? Here is what I found in Oxford Advanced Learner's Dictionary:
swear sb
into sth [often passive] to make sb promise to do a job correctly, to be loyal to an organization, a country, etc.: He was sworn in as president. 
The new prime minister was sworn into office
if so,is it right if I choose A instead of ' to be' in this sentence?

but according to dictionary.com: we say: 'swear in mayor',not 'swear in as mayor'
