I am not completely sure if this sentence is correct grammatically.

Your second sentence is correct. Or, you could say "He is suspected of stealing the money." Now that I've read your first sentence several times out loud, it doesn't sound as wrong as is did the first time, but your second one is a far more natural and common constructon.
