Special districts often cross the lines of towns, villages, and hamlets but less frequently cross city or county lines. Increasingly, however, regional special districts are being created that may serve a large portion of a state or portions of more than one state.

I don't get the bold part. If they are to contract then that would mean their designated geographic area would reduce. How would this help in providing the services outside the area?
Why do they often encroach on the limits of towns, villages, etc., but not the city or county lines?
