Strictly speaking the sentence is incorrect aseconomic activity does not look into your nation's history. If a clause equivalent has no subject of its own, its subject is the same as that of the main clause:

Walking down the street, Mr Bell realised how late it was.
= When Mr Bell was walking down the street, he realised how late it was.

Sentences like yours are so common, though, that many grammarians see nothing wrong with them. Some phrases are so common that they are considered good idiomatic English by many:

Having said that, he just scored a goal.
This sentence rarely means: After he had said that, he just scored a goal. More often the meaning is something like this: Even though I just criticised him as a player or said something negative about his capabilities, he went and proved me wrong by scoring a goal.
