Is it permissible in formal English usage to start a sentence with 'so' this way?

Yes. Why not?

Your opinion is similar to Tom's. So is mine. (= Mine is too.)
Alice plans to visit Paris next year. So does Marilyn.

I don't know. Starting with 'so' just makes me feel that I am leaving the sentence hanging. It seems better to say "Your opinion is similar to Tom's, and so is mine."

SuperESLIt seems better to say "Your opinion is similar to Tom's, and so is mine."
That's also good. You can certainly use that if you like it better.
