"silver blind" is not particularly a known phrase, but is just interpreted as the sum of its parts. "silver" is presumably the colour, and "blind" appears to be used in the sense of a shade that can be drawn across a window. If "its" refers to "the rain" then perhaps the rain is being likened to a "silver blind". I'm not 100% sure about this; there may be another explanation.
