shall not be less than vs. shall be not less than??

- it shall not be less than 1m.
- it shall be not less than 1m.

which one is correct? are they same?
i wanna express it shall be equal to or more than 1m.

The two expressions are both seen in google. i wanna know the exact expression that native speakers use.
