'To reform to support' does not seem to be a meaningful phrase. I don't know what it means. I do know what 'to reform and support' means. So, #1 seems correct.

However, the sentence seems a bit odd. While we often speak of the finance sector and the banking sector, it seems unusual to speak of 'the customs sector'. I don't understand what the role of such a sector would be.

Also, the word 'enterprises' seems odd here. Perhaps 'businesses' would be a more common word. It still seems a little strange to say that 'the finance sector' should reform businesses. What does that mean? In what way would the finance sector do such a thing?
