sentence structure
Hi, I have a question about a sentence structure.
I hope somebody help me.

"When people imagine some undemocratic system introduced as a reform, they always implicitly or explicitly think of themselves as the holders of power in the new regime, and oneself, of course, is all-wise and perfectly virtuous."
In the sentence above, I don't understand the structure after "and".
Am I right if I understand as following?
they always ... think of themselves as ...
and
(they always ... think that) oneself, of course, is all-wise ...
