I hate myself for not paying more attention in English.
I need to deconstruct two sentences, both are almost completely the same, save for I have replaced the word 'whether' with the word 'that' in the second sentence
“In determining whether the person has a well-founded fear of being persecuted…”
“In determining that the person has a well-founded fear of being persecuted…”
I am trying to explain the need to use the word 'that' instead of 'whether'. The following sentences lists circumstances that may be taken into account when determinin 'the person' has a fear of being persecuted...
