I'm not sure I can be of help, but maybe I can offer you my worm's-eye view of the situation here.

So, the context here is that there's a lot of sabre-rattling (threatening statements) going on between the leaders of North and South-Korea.

Then, apparently, Kim Yong-Chun says:

"To counter the enemy's intentional drive to push the situation to the brink of war, our revolutionary forces are making preparations to begin a holy war at any moment necessary based on nuclear deterrent."

The author of the article says that the statement above lifted the pitch of the sabre-rattling. In other words, he worsened it or steamed up the debate, added fuel to the fire and made it (even) more serious, maybe even to the point that the two countries are driven to the verge of open war.

So, I would say 'pitch' is the seriousness of situation.
