Does it mean this man is without moral?

2. They seem to have no scruples about distorting the truth.
Do they like distorting the truth or they don't?

Is 'about' an absolute must in the sentence? Would there a difference if 'about' was not there?

No difference. Adding "about" just changes the participle to a gerund.
