'A non-speaker' is someone who does not speak.

You mean 'a non-native speaker'.

It depends on what the test is about. For example, many non-native speakers here on the Forum have a wonderful knowledge of grammar terminology. They can answer questions like 'What kind of clause is this?' in ways that amaze me. Most native speakers can't do this (and have no interest in doing this).

Consider this point, too. Some native speakers speak excellent English. Some native speakers speak English poorly. I'm sure that's the case in your language, too.
