Restrictive/non-restrictive "like"
1-He is tall like his brother.
2-He is tall, like his brother.
Is there a difference in the meanings of the above sentences?
I suppose technically "2" would mean "His brother is tall and he is tall too." and "1" would mean "He is tall in the same manner his brother is."
But is that the way the sentences are used?

I find #1 either mispunctuated or ungrammatical. He is as tall as his brother.
