Iam only restrained to eat untimely but time is not a constrain to check the recipes whenever I feel like.

Iam only restrained to meet to her as often /untimely [as I feel] but time is not a constrain to speak to her whenever I feel like.

what is the meaning of untimely?

Is the above usage of restrained and constrain right?

The noun is "constraint." (Time is not a constraint.)

"Untimely" means "at a bad/inconvenient time", or at the wrong time."

I am only allowed to eat / to see her at certain times. .

I believe "to constrain to" and "to restrain from" are opposites,
so if you wish to replace one with the other, you'd have to modify the sentence.

I am restrained from eating untimely, but time is not a constraint when it comes to checking the recipes. .

I am constrained to eat/eating on a strict schedule. (I am restricted to eating on a strict schedule.)

I am restrained from meeting with her as often as I would like, but time is not a constraint when it comes to speaking to her.

I'm a bit puzzled as to why my ear allows both the infinitive and the gerund with "to" when used with "constrained."
I guess I'll have to research it. In one case, "to" is the infinitive marker; in the other, it's a preposition.

Edit. I'm thinking that "restricted" can work both ways (allowing and prohibiting).
I'm restricted to [doing] X. I'm restricted from [doing] X. (confined to / prevented from)
