Regarding the article "a"

Sentence:  "There is a strong suspicion to suggest he is involve in the corruption"My question/doubt:  Should the above mentioned sentence have article "a" in it ? Or even without it, it would be grammatically correct ?Thanks

Both are acceptable.

There's often no difference intended. However, here are a couple of comments on nuances.

strong suspicion - suggests to me that it is widespread, shared by many people

a strong suspicion - does not suggest this to me so much, ie this is one suspicion out of many kinds of suspicions.

I would remove the words 'to suggest', as that seems to be implicit in the idea of 'suspicion'.
