Hello everybody.
Would you please help me to understand the following sentences?
In her dream, she was a bird watching from the above. The drowning towns, citizens reduced to parts floating on the carbon tide.
I can't figure out citizens....??

Oh, and the rest of it is no problem? You already know a lot more than I do. I imagine "citizens" is the "writer" using a 50-cent word for "people" so as not to sound all pedestrian and stuff.
