Since 1992, 198 civilians, among them 19 UNHCR staff members, have lost their lives while serving with the United Nations.
I wonder whether the word 'with' is necessary in this sentence. If yes, is it because it sounds more complete or is it just ungrammatical to not put 'with' there?
